Business Analyst

A national traffic-safety programme needs a sharp Business Analyst to connect today’s speed-camera landscape with a safer, better-integrated future. You will translate operational realities into clear processes, robust documentation and a smooth transition into run mode.

CONTEXT

A national traffic-safety programme is modernising the way fixed speed cameras and dynamic speed signs work together. The current landscape has grown over time, with different processes, handoffs and operational realities. The organisation needs to understand the as-is situation in detail, then design a to-be model that is safer, clearer and easier to run. As Business Analyst, you will be the bridge between operational experts, technical teams, judicial stakeholders and the people who will eventually run the service. The mission is sensitive and meaningful: every process improvement can contribute to road safety, fair enforcement and better use of public resources. You will bring structure to complexity, turn ambiguity into decisions and make sure the transition to run mode is documented, understood and owned.

ACTIVITIES

  • Map the as-is organisation, processes, systems and information flows for the speed-camera and dynamic-sign landscape.
  • Define the to-be situation, including process steps, roles, responsibilities, business rules and integration points.
  • Facilitate workshops with operational, technical, judicial and programme stakeholders to reach shared understanding.
  • Draft clear documentation for handover to the run team, including procedures, decision points and support models.
  • Identify gaps, risks and dependencies between current tools, future solutions and operational constraints.
  • Translate stakeholder needs into functional requirements and acceptance criteria.
  • Support programme planning, impact analysis and change management activities.
  • Maintain traceability between business needs, process design and delivered documentation.

EXPECTED ACHIEVEMENTS

  • A validated as-is and to-be process model that stakeholders can understand and use.
  • Complete, high-quality documentation that enables a smooth transition to run mode.
  • Reduced ambiguity around roles, responsibilities and business rules across the programme.
  • Stronger alignment between traffic-safety objectives, judicial requirements and technical delivery.
  • Clear identification of risks and dependencies before they become delivery blockers.

ENVIRONMENT

  • Business process modelling, requirements analysis and documentation practices.
  • Programme and project collaboration with operational, technical and judicial stakeholders.
  • Traffic-safety and enforcement domain context, including speed-camera and dynamic-sign processes.
  • Workshops, stakeholder interviews and structured analysis methods.
  • Handover, run-mode preparation and change-management practices.
