IT Delivery Manager
A public-sector digital transformation programme needs a senior delivery leader to unite several agile teams around a shared, modern application landscape. The mission is to turn strategic intent into reliable delivery while growing autonomy, expertise and collaboration across the organisation.
CONTEXT
Our client, a major player in its sector, is in the middle of a once-in-a-generation digital transformation. A complex legacy application estate, multiple stakeholder groups and a fast-moving public mission have created the need for a senior delivery leader who can connect strategy, architecture, operations and product teams. The programme is not simply replacing systems; it is redesigning how services are conceived, prioritised and delivered, with agile teams expected to take real ownership and work as one coherent delivery engine. The role sits at the heart of that shift, translating ambition into a sequenced roadmap and creating the conditions for teams to move quickly without losing alignment.
ACTIVITIES
- Lead several agile teams and help them operate as a single, outcome-focused delivery domain.
- Translate strategic objectives into delivery plans, milestones, capacity decisions and measurable outcomes.
- Manage senior stakeholders across business, IT and partner organisations, creating clear decision paths and transparent reporting.
- Own budget follow-up, forecasting and supplier coordination, keeping financial discipline without slowing delivery.
- Coach teams and leaders on autonomy, expertise, collaboration and continuous improvement.
- Remove cross-team blockers, arbitrate priorities and ensure dependencies are surfaced early.
- Ensure strategic business applications are delivered with quality, security and maintainability in mind.
EXPECTED ACHIEVEMENTS
Within the first months, the delivery domain should have a clear and trusted roadmap, a visible flow of work and a stronger decision-making cadence. Teams should feel more empowered and accountable, with fewer escalations and a healthier balance between autonomy and alignment. The programme should gain a delivery leader who can demonstrate measurable progress, improve stakeholder confidence, keep budget and scope under control and leave behind a more resilient, agile IT environment.
ENVIRONMENT
An agile, multi-team delivery environment with product owners, scrum masters, architects, business analysts, developers and external partners. Methods include Scrum or Kanban, portfolio and programme governance, roadmapping, dependency management, budget tracking and stakeholder communication. Tools may include Jira, Confluence, Azure DevOps, Power BI and collaborative planning boards. The culture values transparency, coaching, ownership and pragmatic continuous improvement.
