IT Delivery Manager
A sensitive service transformation needs a delivery leader who can align several agile teams, senior stakeholders and a fast-moving roadmap. The role combines programme discipline, people leadership and change management to turn a complex digital ambition into dependable business applications.
CONTEXT
Our client, a major player in its sector, is reshaping a sensitive public-service domain where every process change has real consequences for citizens, partners and internal teams. The organisation is moving from a fragmented application landscape towards an integrated, agile IT environment, but the hardest part is not the technology: it is bringing people, priorities and governance into a shared rhythm. Several agile teams are being asked to take greater ownership and build deep expertise while remaining aligned with a strategic programme that continues to evolve. The delivery lead will act as the connective tissue between business ambition, technical execution and the human reality of large-scale change.
ACTIVITIES
- Lead and unite multiple agile teams around a common delivery vision, roadmap and set of priorities.
- Coordinate project planning, dependencies, capacity and delivery ceremonies across the domain.
- Engage senior business and IT stakeholders, making progress visible and turning disagreement into clear decisions.
- Manage budget, forecasts, change requests and supplier follow-up with a pragmatic control mindset.
- Support teams in gaining autonomy and expertise while maintaining alignment with programme governance.
- Shape future IT processes and solutions by feeding operational reality back into strategic planning.
- Identify risks early, manage escalations and ensure strategic business applications reach production with quality.
EXPECTED ACHIEVEMENTS
The programme should gain a delivery lead who can create order without bureaucracy and momentum without chaos. Teams should become more autonomous, more confident in their expertise and more predictable in delivery, while stakeholders gain a clear view of progress, risks, budget and trade-offs. Success will be visible through stronger collaboration, smoother delivery of strategic applications, better change control and a growing sense that the new IT environment is truly enabling the organisation rather than holding it back.
ENVIRONMENT
A complex public-sector transformation context with multiple teams, internal experts and external delivery partners. The operating model combines agile delivery practices with programme governance, stakeholder management, budget monitoring and change request processes. Tools and methods may include Scrum or Kanban, Jira, Confluence, Azure DevOps, portfolio dashboards, risk logs, roadmap planning and structured reporting. The culture expects ownership, resilience, transparency and the ability to navigate ambiguity with calm authority.
